Learning outcomes

The course illustrates the theoretical basis of planning process and describes methods, techniques and procedures for urban and spatial phenomena analysis. In particular, it dwells upon large area planning tools drawing and implementation, with particular attention to the more recent aims of spatial planning bindig the trasformation implementation to the assessment of their environmental suitability/sustainability.

The Course aims at developing in engineer students the ability of setting the methodological process for the plans building and implementation, with reference to the national and regional law framework and paying particularly attention to the principles of sustainability, subsidiarity, simplification of procedures and effectiveness of planning tools. Students shall be able to plan the methodological path for the creation of planning tools, according to current national/regional laws, paying particularly attention to the principles of sustainability, subsidiarity, simplification of procedures and effectiveness of planning tools.

Course contents

The course will deal with the following topics:

Introduction to urban and spatial planning object, goal and articulation

National and regional laws (with particular reference to Emilia Romagna). Planning process. The relationship between general and sector plans; analysis of the planning process. Planning levels and corresponding tools.

The Province spatial plan (PTCP): contents and aims.

The local (municipality) plan: from the traditional PRG to the new generation plans: PSC, POC, RUE. The tools for the local plan implementation.

The implementation of planning tools in the interaction between public and private sector.

Introduction to GIS technology and their application for the spatial analysis in the filed of urban and spatial planning.

Environmental analysis and assessment in planning process: strategic environmental assessment. Indicators role plan effect monitoring.

Industrial settlements and environmental management tools. From industrial ecology to environmental parks planning.

Eenvironmental protection and water resources management (water as a resource and as a risk factor for settlements).

Natural Parks planning and management in Italy and in Emilia-Romagna Region. Greenways and ecological corridors.

Mining plans.

Territory and transport planning.  Effects of the transport demand changes upon environmental and spatial resources.

Teaching methods

During the lectures, the methods and techniques of town planning will be discussed. The lectures will be integrated by the presentation of case studies through workshops and seminars.

Assessment methods

An oral exam will be carried out about the topics dealt with in classroom lessons and deepened by means of the bibliography. The student will begin the exam with a theme at his discretion previously agreed upon with the teacher.
